December 31, 2010 – the day of signing the Directive No. 4, which proclaimed the principles of improving the atmosphere

entrepreneurship. And one more time, another decree was signed. The fact that the current year – 2011 – is declared in Belarus as the Year of Enterprising.

For 16 years Vladimir Selitsky from Molodechno has radically changed the directions of work three times. Forced survival strategy. For example, they began with devices for laboratory research, and in the crisis began to make magnets, souvenirs and lamps.

The development of LED lamps, indeed, looks promising. They serve for a long time, “eat” a little. When they equipped the lanterns of an ordinary five-story building, they counted all the light sources in the entrances and on the street they consume as one 200-watt lamp.

Vladimir Selitsky, the director of the enterprise: “At the household tariff for 8 months it has already paid off. They did not take into account that you do not have to walk, change an electrician, a light bulb, pay him a salary, how he should work for 20 years. ”

However, the new direction does not bring money yet. There are not enough orders, that is, enterprise from the municipal services.

But the GPS-navigation is now in the honor. Business in the company of Sergei Oleynikov is not bad. Here, navigation tracking systems are developed. With their help, for example, it is easy to establish extraneous movements of employees on official vehicles. Contrary to the opinion that all the young people aspire to the capital, Sergei has firmly established himself in Molodechno.

By the number of small innovative enterprises per thousand inhabitants, Molodechno will fit most of the cities. In Soviet times, defense enterprises were working here, when they collapsed, many engineers and designers went into business. Psychologists note that the enterprisingness of the Belarusians worsen when it “presses”.

Vladimir Sivukha, vice-chairman of the Minsk Union of Entrepreneurs: “And now a huge number of small businesses work in Molodechno, and include everything from development to manufacturing and sale of products.”

From a small company, Vasily Chaevsky’s business grew to a whole factory. In the list of merits – dozens of developments. 80% of the products – mainly equipment and equipment for the railway – are exported. Several years ago they decided to “stake out” another niche. Ecological cotton wool. It seemed that this cheap and environmentally friendly insulation – will go to Belarus in “cheers”, as, for example, on construction sites in Scandinavian countries. But our “eco-wat” was appreciated only by private traders. The state structures remained indifferent to the innovation.

Vasily Tchaevsky, the director of the electromechanical plant: “They have their own enterprises, for which they respond, so that the enterprises are loaded so that the products are sold, that’s their headache, although it seems to me that if they performed the functions of technical supervision, regardless of the form of ownership and accessories, it would be better. ”

Today the enterprise has high hopes for the fourth Directive, which proclaims the principles of fair competition. Simply, while businessmen are divided into their own and others’, their products are of interest only to foreign partners.

Vladimir Sivukha, vice-chairman of the Minsk Union of Entrepreneurs: “A small enterprise can not always sell its product under certain conditions. Simply, they support their own people, but the competition is real, and the ties are an administrative resource. ”

But the owners of enterprises in Ushachi have already experienced positive changes. It became easier to work with large state-owned enterprises. Private owners were given the opportunity to participate in state programs. A year ago they made the production of pipes from ordinary paper, the ones that the enterprises of Neftekhim and Bellegprom had previously bought abroad. Now here they are. The warming of the business climate has had an unexpected effect: the attitude of local residents to entrepreneurs has also become warmer.

Vasily Trushko, the director of the enterprise “Testuba”: “This also inspires confidence in people that private business is not bad, it’s not nearly worse than everything else and they also have positive sides to us and emotions”.

But this is the opinion of an experienced entrepreneur. Opinion polls show: the interest of graduates of universities to open their own business is small. Pavel Torchik, a recent student, confirms that his acquaintances, even with a diploma of a manager or a marketing specialist, hardly think about their business. The directors of the canneries were astonished by the proposal: how can you put air into the jar and what will the controlling bodies say?
For Paul, this is not a business, but rather a hobby. His dream is ecological houses. That is, it is ready to develop and just for such beginning entrepreneurs and open “centers of enterprise” – business incubators. Preferential rent, consultations, assistance in conducting bookkeeping and searching for clients, meeting room, mini-office. This is also a legal address.

Minsk officials also “abandoned” a curious initiative: the status of a business incubator to assign to a large enterprise, whose debt is estimated at billions. But there were questions from the deputies, but do not they want to cover the debts due to the money allocated for the development of the business incubator?

Sergei Naidovich, a deputy of the Minsk City Council of Deputies: “And we tried to convince the leadership that there is no sense in creating a business incubator at a debtor enterprise. The attempt is welcome, but how to do it – it is necessary to calculate and work. This mechanism creates conditions for business development, and does not solve the problems that arose in advance. ”

In general, some officials understood the year of enterprise in their own way. This, of course, does not mean that he must pass away from them. According to their own assessment, 75 laws must be developed or amended. In the Ministry of Economics, the sequence of actions has not yet been announced, although the draft program is already ready. The entrepreneurs themselves are ready to prompt the first steps: to solve the questions on pricing, to mitigate the penalties and to expand the application of the simplified taxation system.

But to revive the spirit of enterprise, perhaps, only laws can not do. We need a powerful psychological attack, in other words, a high-quality PR of a person’s business. And a thorough economic literacy campaign to lay at least the basics of entrepreneurial activity in future businessmen, and that beginners, having gone on a free voyage, did not fail and were disappointed.
